Guidelines for funding at MF
Considered at RC August 28, 2019, item 33/19. Latest revision December 2023.
These guidelines cover employees' annuities (personal research allowances), criteria for the distribution of research incentive funds and information about supplementary research funding.
Information on deadlines and application requirements can be found within each of the main sections.
Annuity (personal research allowance, "Annuum")
How to apply:
Applications for using annuity funds are to be filled in using an online form. Applications are processed by administrative staff. No deadline.
On annuum/annuity
All academic staff with at least 50 % employment in a position with research obligations can apply for the use of annuity (“annuum”) to cover expenses related to their research activities.
- Annuum is added to you annum-account in January each year.
- You can always check your annuum total via the Flex portal (personal/ansatte/lønn). The sum is updated monthly.
- Submit your online application for the use of annuum well in advance of the actual purchase/spending.
- To process your claims, use the Flex portal "travel expenses" function (even if your expenses are not related to travel).
- Claims for apporoved annuum reimbursement must be submitted as soon as possible, and within the relevant calendar year.
Academic staff
Annuum are operating assets which can be used to carry out work on behalf of MF as your employer. It can, for example, cover expenses for academic literature, professional travel, field work, language training, technical equipment or the like. Technical equipment, books etc. purchased with annuity is MF's property for up to three years (depreciation rules). Annuum may cover up to NOK 5000 in the purchase of a computer/Ipad and the like.
No annuity is paid when the employment relationship has ended. Emeriti may spend their previously earned publication bonuses for publication purposes.
All academic staff with at least 50 % employment in a position with research obligations have an annual annuity of NOK 10,000. Your annuity can be increased through incentive funds for scientific publishing and RCN or ERC project applications. The fixed annuity of NOK 10,000 can be saved up to and including the following year, but will be deleted if it remains unused after this period. The part of the annuum earned through the incentive scheme does not expire.
Ph.d.-students and postdoctoral fellows
Ph.d.-students and postdoctoral fellows have an annuum of 10,000 per semester for up to three years (i.e. appointment period before any extensions), and a total of up to 60,000 for the entire period.
Research Incentive Funds
Incentive funds are are added to the individual researcher's annuity in April each year.
Incentive funds based on publishing
Even if the government incentivce for publishing is now discontinued, publishing is crucial for MF's funding and the funding of our research activities. The bonus rates for peer reviewed publications are thus the following:

For monographs, we will have to take into consideration whether the author has received substantial publishing support from MF/The Research Committee (Forskningsutvalget). Funds given for proof-reading are not subtracted from bonuses.
Please note: Publication address and route are crucial
It is crucial that MF is stated as the publication address for both articles, anthologies and monographs. If MF is not mentioned, the institution will not be able to register the publication properly.
Remember to check the list of publication routes which points are awarded for (journals and publishers) to see whether or not the route is approved.
There is still a Level 1 and 2 for approved publications. Stay clear of levels = and X (not approved and approved under doubt respectively).
Note that a number of relevant journals can also be found within related disciplines - registered under history, philosophy and history of ideas, education, ethnology, health and social studies, etc.
Many monographs are published in series and these must also be approved separately if they have their own ISSN number. In other words, there is no guarantee that the publisher is approved at level 1 or 2. Contact the chief librarian when in doubt.
You may suggest new point-awarding publication routes
Researchers may apply to have a publication route registered at level 1. The deadline for nominating new publishing routes for approval for the current publishing year is November 30th.
Incentive funds based on Research Council of Norway (RCN)/Europe (ERC) applications
An application for research funds to the research council that receives an overall grade of 6 or better generates NOK 6000 in annuity for the employee who is project leader and has prepared the application. The same goes for ERC applications that reach he second round of evaluation.
Supplementary Research Funding
MF employees who have used up their regular annuity and any possible incentive funds may apply for supplementary research funding for projects resulting in point-earning publications. This applies to:
- proof-reading
- extra funding for publishing support for point-earning publications if one has applied for support from other relevant sources (The Research Council of Norway, The Fritt Ord Foundation, The Norwegian Non-Fiction Writers and Translators Association, etc.)
- extra annuity for research projects
- conferences (where one is presenting something)
- technical equipment etc. (not literature)
- expensive collection and processing of material
Emeriti do not earn incentive funds but may appply for funds to cover language editing for international publications.
Ph.d.-students who are no longer emplayed at MF may apply for funding to cover language editing for their dissertation.
Applications can be approved administratively by the rector and pro-rector if the amount is under NOK 15 000. Applications for larger amounts are to be processed by the research committee (RC, forskningsutvalget).
Supplementary research funding from the RC for fieldwork can not exceed 50.000 NOK.
